§ 111.15  LICENSE TO DRIVE PUBLIC CARRIER REQUIRED.
   No person shall drive a taxicab or public carrier unless he has applied for and obtained a valid driver's license for that purpose from the Clerk-Treasurer.  This license shall be, in addition to a chauffeur's license, required by state law to drive a public carrier. Each applicant for a license to drive a public carrier must meet the following requirements.
   (A)   Be at least 21 years of age; however, a public chauffeur's license may be issued to any person 18 years of age or older for the purpose of driving a taxicab only, provided that any application for such a permit must be indorsed by the parent or guardian of the person as well as a duly licensed taxicab company.
   (B)   Have good eyesight and not be subject to epilepsy, vertigo, heart trouble, or any other infirmity of body or mind which might render him unfit for the safe operation of a public carrier, and be of good health generally.
   (C)   Be clean in dress and person, and not addicted to the use of intoxicating liquors or drugs.
   (D)   Produce on a form to be provided by the Chief of Police, affidavits of two reputable citizens of this city stating that they have known the applicant personally; have observed his conduct during the one year preceding the date of his application; he is of good moral character; and such further testimonial as the Chief of Police may require.
   (E)   All applicants for driver's licenses shall be made to the Clerk-Treasurer and, if accepted, upon the payment of a fee of $1, the Clerk-Treasurer shall issue a card bearing the number of the driver's license.  It shall be unlawful for any person to drive a public carrier or taxicab on the streets of the city without having his driver's card in his possession.  In the event of the loss or destruction of his driver's card he shall immediately report to the Clerk-Treasurer and may obtain a new card by paying a fee of $1 therefore.  The license so issued shall extend for a period of one year, beginning the first day of January of each year.  No license shall be issued for less than one year.  Driver's licenses shall not be transferable.
