It shall be unlawful for any person, firm, or corporation to erect or place any pole or post in any of the streets or alleys within the corporate limits of the city, or to make any hole or excavation in any of the streets or alleys of the city for the purpose of erecting any pole or post unless the excavation or the erection of the pole or post is made by virtue of an order of the Common Council, under the direction of the City Engineer upon petition, therefor stating the size, height, and purpose of the pole or post and location.
