In the event of a violation of § 96.25, the City Building Inspector or the Superintendent of the Frankfort Street Department, or their respective designees, shall issue a written notice (“violation notice”) to the owner of record of the real estate at the address most recently shown in the tax records of the Office of the Clinton County Auditor. If there are multiple owners of the property, such notice shall be sent to at least one of such owners of the property. If the tax records reflect an address different from the street address of the property in question, then a written notice may also be delivered to or mailed by ordinary mail to the occupant or tenant of the property at the street address of the property. The violation notice shall identify the violation and order the landowner to correct the same within ten days from the date the notice is served. Notice shall be considered served when delivered to or when delivery has been attempted at the owner’s address.
