Except as otherwise provided in these rules, the President shall state all questions fully and distinctly to the Council, and shall decide whether the questions are carried by an affirmative or negative vote. However, if the vote is a tie or if a decision is called for by any member of the Council, the Council shall decide by a roll-call vote, and the City Clerk-Treasurer shall make the count.
