It shall be unlawful for any person to operate a moped upon any street, sidewalk, or any other public place in the city, without having first registered the moped and secured a license. The license shall authorize the operation of the motorized bicycle upon the streets, alleys, and public highways of the city provided that no such vehicle shall carry anyone other than the operator.
