It shall be the duty of the railroad companies named in Appendix A at the end of this chapter, and their successors and assigns, to install and maintain at the railroad crossings listed in Appendix A, standard electric signaling devices for the warning and protection of persons crossing the railroads at those points. All of the signals referred to herein shall be maintained and operated at all times so that protection is given at each of the crossings for 24 hours a day. In the event any of the signals are out of operation, the railroad company is hereby required to protect all of the crossings by a watchman or otherwise during the time the signals are not in operation.
