(A) No person shall do any act forbidden, or fail to perform any act required in this chapter. The parent of any child and the guardian of any ward shall not authorize or knowingly permit his child or ward to violate any of the provisions of this chapter.
(B) These regulations applicable to foot-propelled vehicles shall apply whenever a foot-propelled vehicle is operated on any street or any public path set aside for the exclusive use of any f00t-propelled vehicle subject to any exceptions stated herein.
(C) Every person riding a foot-propelled vehicle upon any public highway or street in the city shall be subject to the provisions of the traffic rules and ordinances of this city applicable to the driver of a motorized vehicle. However, special regulations in this chapter, and those provisions of the traffic rules and ordinances which by their nature can have no application shall not apply to foot-propelled vehicles.
