(A) By reason of the changing character of business activities conducted in the downtown area described in § 73.03, above, and the desire of merchants to extend or restrict the time permitted for motor vehicle parking in front of or nearby their business locations, the Board of Public Works and Safety, upon request of civic or governmental organizations, or upon request of all business owners whose principal business entrance is within those designated on-street parking spaces of the parking space or spaces sought for time extension or restriction, may restrict or prohibit parking or may extend the time limits allowed for motor vehicles parking at any designated on-street parking space on streets within the downtown area.
(B) Motor vehicles that are parked by a person serving on jury duty or a person who is a prospective juror in the Circuit or Superior Courts of Clinton County shall be exempt from the provisions of this chapter during the time that such persons are serving on the jury or jury selection. A written notice of such jury duty shall be prominently displayed on the front windshield or on the dashboard of the motor vehicle whose operator is serving on jury duty. Such notice shall display the name of the court issuing the notice and the date of issuance.
