§ 73.03  DESIGNATION OF TWO-HOUR ON-STREET PARKING.
   (A)   Where not otherwise prohibited, motor vehicles may be parked on the public streets of the City of Frankfort without charge; provided, however, that between the hours of 8:00 a.m. and 4:00 p.m. on all days except Saturdays, Sundays and legal holidays, no person shall park a motor vehicle for more than two hours in any of the parking spaces located on a public street in the area of the city bounded by the following description:
      Beginning at the intersection of the south boundary of the Norfolk and Western Railroad and the west side of North Columbia Street and running south along the west side of Columbia Street to the north side of Clinton Street; thence west along the north side of Clinton Street to the vacated alley lying along the west side of Lot 105 of the Original Plat to the City of Frankfort; thence south to the alley lying along the west side of Lot 104 of the said Original Plat to the northwest corner of said Lot 104; thence east along the south side of Clinton Street to the west side of Columbia Street; thence south along the west side of Columbia Street to the north right of way line of State Road 28; thence east along the north right-of-way line of State Road 28 to a point on the west side of Jackson Street being the west right-of-way line of State Road 39; thence north along the west right-of-way line of State Road 39 to a point on the south line of East Clinton Street; thence east along the south line of East Clinton Street to a point on the east side of Sycamore Street extended; thence north along the east side of Sycamore Street to a point on the north side of Washington Street; thence west along the north side of Washington Street to a point on the east side of Jackson Street being the east right-of-way line of State Road 39; thence north along the east line of Jackson Street to the south boundary of the Norfolk and Western Railroad; thence west along the said south boundary of the Norfolk and Western Railroad to the point of beginning; EXCEPTING THEREFROM  those parking spaces lying along the south side of East Clinton Street between Jackson Street and Sycamore Street extended.
   (B)   For purposes of this chapter,LEGAL HOLIDAYS shall mean such holidays as are determined by either the City of Frankfort or Clinton County as non-working holidays for their employees.
   (C)   Motor vehicles parked on public streets and subject to the two-hour time limit proscribed above may remain parked for longer periods if an overtime parking permit is displayed as provided in § 73.05.
   (D)   Notwithstanding the provisions set forth above in this section, the parking provisions and time limits described below shall be applicable to the following specified parking spaces within that area:
      (1)   Two diagonal parking spaces shall be located on the west side of the courthouse square and shall be designated by signage as being reserved for the Clinton County Sheriff’s Department. The two spaces shall be reserved for the use of such Sheriff’s officials during hours that the courthouse is open to the public.
      (2)   One diagonal parking space shall be located on the west side of North Main Street in front of Frankfort Municipal Utilities at 16 North Main, and shall be designated by signage as being reserved for utilities customers for a 24-hour period.
      (3)   The diagonal parking spaces that are located along the west side of North Columbia Street between West Washington Street and the first east-west alley south of  Washington Street are reserved at all times for the exclusive use of the Frankfort Police Department.
      (4)   The elected judges of the Circuit and Superior Courts of Clinton County and the elected Prosecutor of Clinton County shall each be allowed one parking permit to be displayed on their respective vehicles authorizing permitted parking in the downtown area during such times that they are performing official duties.
