No parking spaces shall be reserved for the use of a particular person, firm, corporation, official, employee, or other legal entity, except that the Board of Public Works and Safety shall have the power to reserve parking space for the use of the Police Department for police vehicles bearing designation thereon as such. The Board shall also have the power to reserve spaces for loading and unloading zones as provided in § 72.15.
