(A) In order to measure the volume of water used by the customers on the Village Waterworks System, each user shall be required to provide a span in the water line immediately as it enters the structure to provide space for the village to install a water meter. This inside water meter shall be deemed the master meter for all billing purposes.
(B) (1) To efficiently read the water meters for billing purposes, each user shall be required to provide a ½-inch plastic or conduit line from the inside meter location to and through the exterior wall at a location near the area of the gas and/or electric meters for the purpose of running the remote meter wire. The village shall install an outside radio read-type meter reading device on each structure prior to occupancy.
(2) The cost of the radio read-type meter reading device is to be paid at the time of building permit issuance and shall be equal to the cost paid by the village for the actual meter.
(C) All existing users of the Village Waterworks System as of May 1, 2000, who do not have an outside radio read-type meter reading device on their property may, at the discretion of the Utility Department, be required to have one installed by the village prior to within 120 days written notice from the village that the outside radio read-type meter device is required. In such cases, the actual costs associated with the installation of the outside radio read-type meter reading device, which may require a new meter, shall be borne entirely by Frankfort Utility.
(D) Failure of the users of the Village Waterworks System to have an outside radio read-type meter reading device installed upon written notice by the village and in accordance with division (C) of this section, shall result in a surcharge of $10 per billing period being added to the bill, until such time as the outside radio read-type meter reading device is installed.
