Every structure which requires the use of water and persons served by the Village Water Supply System shall be separately and independently connected by an approved metered water service lateral to the Village Waterworks where the Waterworks and its water system adjoins the parcel of land on which the structure is located or is adjacent to the street or alley which adjoins the lot or parcel of land on which the structure is located or the lot or parcel is within 1,000 feet of the Waterworks.
