No elevator shall be constructed in the village without an elevator construction permit. Prior to the construction of any elevator within the corporate limits of the village, the owner of the premises upon which construction is intended shall submit a complete set of plans, drawings and specifications to the village for review and approval. The village shall cause such plans to be reviewed within 60 calendar days from date of receipt. If the plans and specifications are rejected, the village shall as part of its review advise the owner/applicant in writing of the specific conditions resulting in such denial. Upon approval of all plans and specifications the village will issue the owner/applicant a permit for elevator construction.
