Except as otherwise provided in this subchapter, no mass gathering may be set up, conducted, held, arranged, or promoted unless a written permit has been issued by the Board of Trustees of the village at least 14 days in advance of the proposed date of the gathering. This subchapter does not apply to mass gatherings which are conducted, sponsored, promoted, or managed by a governmental unit or agency, legally held on publicly owned land or property, or by any eleemosynary associations so long as the same is not conducted for pecuniary profit.
