§ 93.04 ACCUMULATION OF LITTER ON PROPERTY.
   No person who is the owner or in possession of any real property shall allow any litter to collect, accumulate, or be deposited upon such real property in such a manner as to constitute a public nuisance or in such a manner that the litter may be blown or otherwise carried by natural elements to the real property of another person. For purposes of this chapter the Board of Trustees of the village designate litter as herein defined as a public nuisance if it is allowed to collect or accumulate on any real property for more than seven days.
