§ 93.03 THROWING LITTER FROM VEHICLE; TRANSPORTATION OF LITTER.
   (A)   No person shall dump, deposit, drop, throw, discard, leave, or cause to permit the dropping, depositing, throwing, discarding, or leaving of litter from any motor vehicle upon any public highway or public way or upon any public or private property or upon or into any river, pond, stream, or body of water within the corporate limits of the village, except as permitted under § 93.02.
   (B)   No person shall transport by any means any litter, garbage, or refuse from any dwelling, residence, place, farm, or other site and deposit such material in, around, on, or on top of a trash barrel or other receptacle placed along public highways or public ways or roadside rest area situated in the corporate limits of the village.
   (C)   Whenever litter is thrown, deposited, dropped, or dumped from any motor vehicle not carrying passengers for hire, the presumption is created that the operator of that motor vehicle has violated this section, but this presumption may be rebutted.
