No map or plat of subdivision of any block, lot, sublot or part thereof, or any piece or parcel of land within the village or contiguous unincorporated territory under its jurisdiction shall be entitled to be recorded in the proper county or shall be valid until it has been approved by the mayor and village council and certified by the director of public health and safety, as provided in the Illinois municipal code 1 . Such approval and certification, when granted, and subsequent amendments thereto, shall be entered in writing on such map or plat of subdivision by the mayor as provided herein. (Ord.
