It is not intended by this title to repeal, abrogate, annul or in any way impair or interfere with any existing provision of law or ordinance or any rules, regulations or permits previously adopted or issued pursuant thereto, relating to the use of buildings or premises, now in force and effect in relation thereto; except that all ordinances or parts of ordinances in conflict with this title shall be and the same are hereby repealed. Where this title imposes a greater restriction upon the use of buildings or premises than are imposed or required by such existing provision of law, the provisions of this title shall control.
