The village clerk and comptroller are authorized and directed to assess a charge of thirty dollars ($30.00) against any person who pays any account due the village by check, draft, money order or any other negotiable instrument which is not honored by the drawee or person, firm or corporation directed to pay the check, draft, money order or other negotiable instrument.
