8-3-1: ELECTRICAL CONTRACTORS:
   A.   Registration: It shall be unlawful for any person to engage in the business of electrical contractor, without being registered as an electrical contractor, in the manner hereinafter set forth. Provided, however, that if such person is already registered for the current year in another city or village within the state, such electrical contractor shall not be required to register or pay a registration fee for such year in the village. He shall be required to register with the village clerk and post bond as required in subsection D of this section.
   B.   Application: Any person desiring to engage in the business of electrical contractor shall apply for registration to the village clerk. Upon filing such application, in the proper form, and the payment of the registration fee set out in subsection C of this section, the village clerk shall register the applicant as an electrical contractor. Providing said contractor's application has passed the electrical board, the village clerk shall issue to the applicant a certificate of registration which will authorize the applicant to engage in such business for the year it is issued.    C.   Fee And Certificate Expiration: The fee for registration as an electrical contractor shall be one hundred dollars ($100.00), per annum, or in lieu thereof, twenty five dollars ($25.00) per permit; which sum shall be paid by the applicant to the director of public health and safety, in advance, upon filing the application. The certificate of registration for an annual permit issued thereunder, shall expire on April 30 of the year in which it is issued.
   D.   Bond: Every person desiring to engage in the business of making any electrical installation in the village, shall execute and file with the director of public health and safety a surety bond, payable to the village in the penal sum of ten thousand dollars ($10,000.00), conditioned that the applicant shall well and faithfully observe all of the provisions of this code; and other ordinances, and regulations of the village relating to such electrical installations.
