A. All off street parking areas shall have access and egress.
B. All open off street parking areas, except the single parking space accessory to a single-family dwelling, shall be paved and have a dust free surface. The minimum requirement standards for an open off street parking area pavement shall be a six inch (6") thick crushed stone base surfaced with a minimum thickness of two inches (2") of bituminous concrete. If the pavement is to be concrete, it shall have a minimum thickness of six inches (6") and shall be laid upon a two inch (2") thick cushion of crushed stone.
C. The surface drainage from an open off street parking area shall be in such manner as not to overflow onto adjoining property. Open off street parking areas covering less than one thousand five hundred (1,500) square feet may have their surface drainage discharge across public sidewalks onto public rights-of- way. Off street parking areas covering less than two thousand five hundred (2,500) square feet may have their surface drainage discharge onto public alleys. Open off street parking areas that exceed these limitations shall have their surface drainage contained within their paved areas and removed by means of drainage structures and storm sewers. Where storm sewers must connect to the existing village combined sewer system, the connection shall be preceded by a catch basin structure having a half trap device on its outlet pipe and a flow restrictor in its inlet pipe. The sizing of the flow restrictor shall be based upon the metropolitan water reclamation district of Greater Chicago (MWRDGC) stormwater detention requirements and all storm sewer installations shall be in compliance with the MWRDGC requirements for storm sewer installed within combined sewer areas.
