6-2-3: CONDITIONS OF LICENSE:
   A.   Determination Of Weight: The weight of a vehicle shall be determined in the manner prescribed by statute for determining such factor for the purpose of fixing the state license fees.
   B.   Term Of License: The license fees herein provided to be paid shall be due and payable on or before April 1 in each year and all licenses shall expire on March 31 following the date of issuance. (Ord. O-6-04, 2-9-2004)
   C.   Payments:
      1.   Late Payments: The owner of any vehicle required to have a license who fails to pay the prescribed fee on or before May 1, or the due date prescribed in subsection C3 of this section, shall be required to pay, in addition to the license fee prescribed by this chapter, a late penalty of one hundred percent (100%) of the original license prescribed by this chapter.       2.   Nonpayment Of Fee For Previous Year: All owners of vehicles who have not paid license fees for previous years shall not be entitled to a license for the year applied for until the required license fee for previous years has been paid, including the payment of any late penalty fees, as provided in subsection C1 of this section.
      3.   Possession Of Vehicle After April 1: For the owners or operators of any vehicle who first come into possession of a vehicle after the April 1 due date for obtaining a license, the due date for timely application of the license and payment of the license fee shall be deemed to be ten (10) days after possession of the vehicle is acquired. If such possession is acquired between the dates of April 1 through September 30, the entire fee prescribed by this chapter shall be required. If such possession is not acquired until after October 1, only one-half (1/2) the annual fee shall be required for the balance of the license year. Late penalty fees, as prescribed in subsection C1 of this section, shall apply to all vehicles acquired pursuant to this section.
   D.   Transfer Of License: Immediately upon the sale of any motor vehicle licensed under this chapter, the vendor shall remove the village license sticker or plate from the vehicle so sold. Such license shall cease to be valid upon the sale of such vehicle. Any person who sells a motor vehicle licensed under this chapter may transfer such license to a different vehicle upon making application to the village clerk and giving such information as the village clerk may require, and paying a transfer fee of one dollar ($1.00). In the event that the new vehicle to be so licensed shall be a class requiring a greater fee under this chapter than that already paid, such owner shall pay the difference in fees before such transfer shall become effective, except that if the transfer is made after October 1 of the licensed year, one-half (1/2) of the difference of such fees shall be paid.
