A. General: The village council has and shall exercise all legislative powers, functions and duties conferred upon it by statute. It shall make all orders for the doing of work or the making or construction of any improvements, bridges or buildings. It shall levy all taxes and appropriate all funds; and audit all bills, accounts, payrolls and claims and order payment thereof. It shall make, or authorize the making of, all contracts, and no contract shall bind or be obligatory upon the village unless reduced to writing and approved by the village council. All officers and superintendents are only agents of the village council, and all of their acts shall be subject to review and to approval or rejection by the village council. Every officer, superintendent or employee having discretionary or supervisory powers shall from time to time, as required by law and ordinance, or whenever requested by the village council or by the commissioner in charge of the department to which such report relates, or whenever he shall deem necessary for the good of the public service, report to the village council in writing, respecting the business of his department or office, or the matters connected therewith. The village council shall, by ordinance, determine the powers and duties of, and to be performed by, each department and assign them to the appropriate department. Said village council shall also prescribe the duties and powers of officers and employees, and may require an officer or employee to perform duties in two (2) or more departments; and may make such other rules and regulations as may be necessary or proper for the efficient and economical conduct of the business of the village. B. Licenses: The village council shall grant all licenses and shall have the power to revoke the same. (Village code § 1-3)
