1-4-6: CONDUCT OF PROCEEDINGS:
   A.   Presentation Of Materials: When a member wishes to present a communication, petition, order, resolution or other original matter, he shall send it to the desk of the village clerk, who shall read such matter in its proper order. (Village code § 1-13; amd. 2004 Code)
   B.   Oratory Or Debate; Time Limitations: No member, without leave of the village council, shall speak more than once upon the same subject until every member desirous of speaking shall have spoken; and no member shall speak longer than five (5) minutes at any one time, except by consent of the village council. (Village code § 1-14)
   C.   Members Required To Vote; Exceptions: Every member who shall be present when a question is stated from the chair, shall vote thereon, unless excused by the village council or unless he is directly interested in the question, in which case, he shall not vote. In case that any member refuses to vote upon any question, he shall be recorded as voting "no". (Village code § 1-16; amd. Ord. O-48-10, 10-25-2010)
   D.   Presiding Officer To Decide Questions: The presiding officer shall decide all questions of order; and in all cases not provided for by law or ordinance, all meetings will be governed by "Robert's Rules Of Order". (Village code § 1-17; amd. Ord. O-48-10, 10-25-2010)
   E.   Signatures On Documents: Every resolution, ordinance and measure, passed by the village council, must be signed by the mayor, or by two (2) commissioners, and be recorded in the books of the village before the same shall be in force. (Village code § 1-18; amd. Ord. O-48-10, 10-25-2010)
   F.   Bills: No bills or claims for labor or material furnished to the village shall be paid until the same has been approved by the commissioner of the respective department to which such labor or material has been furnished, and it shall be the duty of the commissioner of accounts and finances to see that no bill is paid until it has been so approved. (Village code § 1-20; amd. Ord. O-48-10, 10-25-2010)
   G.   Sergeant At Arms: The chief of police of the village shall act as sergeant at arms at the village council meetings, and shall be in uniform. He shall preserve order and obey the directions of the village council, and perform all duties usually appertaining to the office of sergeant at arms of deliberative assemblies; provided however, in his absence or inability to act, the fire chief shall act as such sergeant at arms. He shall have power to appoint such number of assistants as he may deem necessary. (Village code § 1-21; amd. Ord. O-48-10, 10-25-2010)
   H.   Censure: Any member acting in a disgraceful manner or who uses opprobrious, obscene or insulting language to, or about, any member of the village council, or who does not obey the order of the chair, or who wilfully and persistently violates any of the standing rules of the village council shall be, on motion, censured by a majority vote of the members present, or expelled by a four-fifths (4/5) vote of all members elected. In case of censure, the sergeant at arms, or any person acting under the direction of the chair, shall cause the member censured to vacate his seat and come before the bar of the village council and receive censure from the chair.
