A. Powers And Duties:
1. The commissioner of streets and public improvements shall have authority over and charge of all public works, streets and alleys, except as otherwise provided by law; the entire erection, making and reconstruction of all street improvements, paving, curbing, sewers and all public improvements and of the repair thereof; the erection and maintenance of nonelectrical traffic signs on all streets and public ways and all underground utilities of the village. The commissioner of streets and public improvements shall keep all roadways, gutters, curbs, manholes, catch basins and alleys of the village clean and in good repair and condition. The commissioner of streets and public improvements shall also have charge of enforcing the provisions of any ordinances which relate to obstructions, encroachments or any other trespasses upon the streets and alleys, and any ordinances which relate to garbage, drainage and billposting.
2. In all cases where excavations in, or obstructions of, streets, alleys and public ways are permitted as provided by ordinance and a permit therefor is required, such permit shall be issued by said commissioner of streets and public improvements.
3. The commissioner of streets and public improvements shall keep all village maps and charts to date, and shall keep account of all matters and doings of the department in books to be provided for that purpose.
4. The commissioner of streets and public improvements shall also provide for the collection and disposal of all garbage and rubbish.
5. The engineer in charge and all persons employed in the department of streets and public improvements shall be under the supervision and direction of the commissioner thereof.
6. The commissioner of streets and public improvements shall also be ex officio the commissioner of public works, with regard to all of the duties assigned to the commissioner of streets and public improvements.
B. Rules: The commissioner of streets and public improvements shall make and enforce such rules and regulations not inconsistent with the law or ordinances, as may be necessary to secure efficient conduct of the service of his department and the business thereof. (Ord. O-36-04, 9-13-2004)
