1-4-3-2: COMMISSIONER OF ACCOUNTS AND FINANCES:
   A.   Powers And Duties: The commission of accounts and finances shall have charge of and supervision over all accounts and records of the village and all officers, departments and employees required to keep or make accounts, records or reports. He shall inspect or cause to be inspected all records and accounts of the offices and departments of the village and shall cause proper accounts and records to be kept and proper reports to be made. He shall have charge of the purchase, care and distribution of all stationery and printing and all other supplies and other articles not otherwise provided by law. He shall examine, or cause to be examined, and report thereon to the council all bills, payrolls and claims before they are acted upon or allowed, unless otherwise provided by law. He shall procure from all persons and corporations operating public service utilities in the village such reports, if any, as such persons or corporations are required to make to the village or any of its officers and procure copies of such reports as are made to the state or any public office or department. He shall place all such reports on file in the village clerk's office. He shall collect, or cause to be collected, all license fees, special occupation or business taxes, franchise taxes, rentals or other monies which may be due, or become due, to the village. He shall report to the village council any failure to make reports or to pay monies due to the village, with such recommendations in relation thereto as he may deem proper. In cases where the village has authority so to do, he shall cause to be examined the accounts or records of any person or corporation having an occupation or business subject to special tax, and shall report to the village council any refusal to permit such examination. The village treasurer, village clerk and their respective offices, and all employees therein and all accountants and bookkeepers shall be under the supervision of the department of accounts and finances.    B.   Fire Department And Fire Inspection Bureau 1 : The commissioner of accounts and finances shall have jurisdiction over and supervision of the fire department and the fire inspection bureau and shall have charge of the purchases of all supplies, apparatus and equipment pertaining to and in said department and bureau.    C.   Village Council Vice President: The commissioner of accounts and finances shall be vice president of the village council, and in case of vacancy in the office of the mayor or in the absence of the mayor, or his inability to act, shall preside over the village council and perform all the usual duties of the mayor and commissioner of public affairs. (Village Code § 1-50)
   D.   Rules: The commissioner of accounts and finances shall make and enforce such rules and regulations, not inconsistent with the law or ordinances, as may be necessary to secure efficient conduct of the service of his department and the business thereof. (Village code § 1-51)
   E.   Collective Bargaining: Pursuant to 65 Illinois Compiled Statutes 5/4-5-2, it is hereby determined that the department of accounts and finances shall have the power and duty of overseeing collective bargaining conducted with any labor organization that has been designated by the Illinois labor relations board as the exclusive representative of any village employees in a bargaining unit which has been recognized by the Illinois labor relations board, and such powers and duties hereby assigned to the department of accounts and finances.
