1-4-3-1: COMMISSIONER OF PUBLIC AFFAIRS:
   A.   Mayor As Commissioner Of Public Affairs: The mayor shall have and exercise all the powers and perform all the duties provided and prescribed by the laws of this state, or by the ordinances of the village not in conflict with the provisions thereof, and shall be the commissioner of public affairs and superintendent of that department.
   B.   Powers And Duties:
      1.   He shall have general supervision over all departments and offices and employees of the village and shall report to the village council for its action all matters requiring attention in any department.
      2.   He shall preside at all meetings of the village council.
      3.   He shall, on behalf of the village, sign all contracts the execution of which shall have been authorized by the village council.
      4.   The mayor shall have charge of, and cause to be prepared, all statements and reports required by law or ordinance or by resolution of the village council.
      5.   The mayor shall grant all licenses and all permits not especially assigned to some other department.
      6.   In the absence or inability of any of the commissioners to act, he shall, unless the village council shall otherwise direct, exercise temporary supervision over the department assigned to such commissioner. (Village Code § 1-23)
      7.   He shall have jurisdiction and supervision of the police department and the community center.
      8.   He shall have supervision over all public service utilities and all persons or corporations rendering service in the village under any franchise, contract or grant made or granted by the village or state, and shall report to the village council or other proper officer any failure of such persons or corporations to render service, or to observe the requirement or conditions of the franchise, contract or grant, under which such public service utility is being operated.
      9.   He shall have general supervision over all departments and offices of the village, and shall report to the council for its action, all matters requiring attention in any department. (Ord. O-15-76, 9-27-1976)
   C.   Rules: The commissioner of public affairs shall make and enforce such rules and regulations not inconsistent with the law or ordinances as may be necessary to secure efficient conduct of the service of his department and the business thereof. (Village Code § 1-47)
