The executive and administrative powers, authority and duties of the village shall be distributed into and among five (5) departments as follows:
Department of public affairs
Department of accounts and finances
Department of public health and safety
Department of streets and public improvements
Department of public property
The village council shall, by ordinance, designate the commissioner to be in charge and have supervision of one of the above departments. (Village code § 1-7)
