A majority vote of the members of the Planning and Zoning Commission present, provided a quorum is present, shall be necessary to reverse any order, requirement, decision, or determination of the Building Commissioner, or to decide in favor of the applicant on any matter upon which it is authorized by this Code to render a decision.
