3-3-17: ALCOHOL SELLERS AND SERVERS EDUCATION AND TRAINING:
   A.   Definitions:
   ALCOHOL SERVER: Person(s) who sell, pour, mix or serve open containers of alcoholic beverages at retail and anyone whose job description entails the checking of identification for the purchase of open containers of alcoholic beverages at retail or for entry into the licensed premises. The definition of alcohol server excludes a distributor or importing distributor conducting product sampling as authorized in section 6-31 of the liquor control act of 1934 1 , a registered tasting representative, as provided in 11 Illinois administrative code 100.40, conducting a tasting, as defined in 11 Illinois administrative code 100.10, a special event retailer or volunteer serving alcoholic beverages at a charitable function or an instructor engaged in training or educating on the proper technique for using a system that dispenses alcoholic beverages.
   LICENSEE: The holder of a village of Forest Park class A, A1, A2, A3, A7, B1 or B2 village of Forest Park retail local liquor license.
   STATE CERTIFIED BASSET TRAINING PROGRAM: A BASSET program licensed by the state of Illinois liquor control commission (ILCC) as required by sections 3-12 (11.1) and 6-27 of the liquor control act of 1934 2 and title 77 of the Illinois administrative code, chapter XVI, section 3500.
   B.   Completion Of Program: All alcohol servers, as herein defined, and managers of liquor licensed establishments shall have successfully completed an ILCC BASSET approved seller/server training program within one hundred twenty (120) days of the first date of their employment by the licensee.
   C.   New Employees: New employees required to successfully complete BASSET training shall perform their duties under the direct supervision of a person who has successfully completed BASSET training until they have successfully completed an ILCC BASSET approved seller/server training program.
   D.   Certificates Of Completion: Photocopies of certificates of completion for all persons required by this section to have completed BASSET training shall be maintained, by the licensed establishment, on the licensed premises, in such a manner that will allow the immediate inspection, upon demand, by any law enforcement officer of the village of Forest Park, Illinois state police, agents of the Illinois liquor control commission or local liquor control commissioner of the village of Forest Park.
   E.   Penalty: It shall be unlawful and a violation of this section for any licensee to employ or act as agent or manager to any person in violation of this section. (Ord. O-30-15, 11-9-2015)
