Promptly after the close of the public hearing, the commission shall recommend approval or denial of the application that a designation should be withdrawn. Such recommendation shall be in writing and shall set forth the reasons therefor. Any determination or recommendation shall be submitted to the village council, the applicant, and the village clerk.
