(A) During a declared snow emergency, the following streets in the city shall be considered to be snow emergency routes:

(B) The City Manager or his designated representative is hereby authorized to declare a snow emergency as deemed necessary to protect the health, safety and welfare of the community.
(1) When a snow emergency shall come into force, the City Manager or his designated representative shall immediately inform the public of the snow emergency by issuing a press release to the local radio, television, and news service.
(2) The snow emergency shall continue in force and effect until the City Manager declares it over by issuing a press release to the local radio, television, and news service.
(C) One hour after a snow emergency is in force and effect, and during its existence:
(1) No vehicle shall be parked on any street designated as a snow emergency route.
(2) Any person who drives a vehicle without chains, snow tires, or four-wheel drive upon any street, and the vehicle becomes stalled or incapable of moving under its own power, or anyone who leaves the vehicle unattended upon any street shall be in violation of this section.
(3) Any vehicle parked, stalled, incapable of moving under its own power, or left unattended upon any street may be removed or towed away to another location by the Police Department or any person authorized by the City Manager. Any towing expense shall be paid by the owner of the vehicle.
(1) For the first violation, a fine of not more than $75.
(2) For the second violation, a fine of not more than $100.
(3) For any subsequent violation, a fine of not more than $150.
(E) Any person found in violation of § 73.31(C)(2) shall be subject to the following penalties:
(1) For the first violation, a fine of not more than $50.
(2) For the second violation, a fine of not more than $75.
(3) For any subsequent violation, a fine of not more than $125.
