§ 70.19 POSTING OF SIGNS AND SIGNALS.
   No provision of this chapter shall be effective until signs, signals, markings, or other devices giving notice of such local traffic regulations are posted on or at the entrance to the street or part thereof affected, as may be most appropriate, so that in a proper position they are sufficiently legible to be seen by an ordinarily observant person.
§ 70.20 MANAGER'S POWERS NOT LIMITED.
   The powers of the City Manager shall not be limited by the specific enumeration of subjects contained in this chapter.
§ 70.21 RECORDS OF MANAGER.
   The City Manager shall keep a record of all rules, regulations, and proceedings promulgated in connection with this chapter.
§ 70.22 RESERVATION OF POWER TO COUNCIL.
   Notwithstanding the provisions of this chapter, City Council may override any decision of the city and may assume any of the powers delegated to the City Manager, by legislation adopted by a vote of a majority of the members duly elected thereto. On the adoption of any such legislation, the same may be changed only by amending or repealing legislation adopted by Council.
§ 70.23 TRAFFIC-CONTROL MAP.
   (A)   There is established a traffic-control map to show at all times the municipality's current:
      (1)   Through streets;
      (2)   Stop intersections;
      (3)   Yield right-of-way;
      (4)   One-way streets and alleys;
      (5)   Loading zones;
      (6)   Prohibited and limited parking areas;
      (7)   Angle parking areas; and
      (8)   Parking meter zones.
   (B)   The traffic-control map shall be prepared and kept on file in the Police Department and it shall be maintained by the Police Department.
