(A) Purpose. As new properties are developed and join to the city's storm water management facilities, they increase the amount of storm water runoff that must be accommodated by the city's infrastructure. This additional runoff requires expansions to trunk infrastructure and storm water storage and treatment systems. Therefore, the city finds it is necessary to charge a one-time STAC fee to assist in covering said costs.
(B) Fee. For new development there shall be a one-time STAC fee due at the time of building permit or execution of the development agreement, as determined by the city. The STAC fee shall be collected on all new development at a rate set by the City Council annually and described in the city's fee schedule in § 35.03.
