§ 98.33 CONSTRUCTION OF SIDEWALKS, TRAILS, AND STREETS.
   (A)   All sidewalks, trails, and streets in the city hereafter built or rebuilt shall be constructed in accordance with city engineering standards or as stated within an executed site improvement agreement.
   (B)   All sidewalks, trails, and streets to be built or rebuilt in public right-of-way shall be constructed according to approved plans and adopted city engineering standards.
   (C)   Assessment policy. All sidewalks, trails, and streets constructed by the city shall be built at the expense of the abutting property owner in accordance with the Assessment Policy for Public Streets adopted on July 22, 2013, as amended.
   (D)   Sealcoat fee. Sealcoating is a necessary procedure to lengthen the life of the city’s roads and protect the initial road installation. Sealcoating is typically done a few years after the initial road installation due to the wear and tear on the road caused by new development construction. Therefore, the city finds that it is necessary and fiscally responsible to include a sealcoat fee for the city roads that are constructed as part of any new development. The fee shall be payable at a rate set by the City Council annually and described in the city’s fee schedule in § 35.03.
