Inspectors from the city shall, in accordance with § 10.20, have free access at all reasonable hours to all parts of every building served by city water for the purpose of reading, inspecting, removing, testing or replacing meters, remote meter reading receptacles or connecting cables, examining water fixtures and observing the manner in which water is used.
