§ 51.10 WATER FOR LAWN SPRINKLING.
   The use of water for lawn sprinkling shall be subject to any conditions that the City Council may impose but shall include the following:
   (A)   Lawn sprinkling is limited to allow only customers with house numbers ending in an odd number to sprinkle on odd-numbered calendar days and to allow only customers with house numbers ending in an even number to sprinkle on the even-numbered calendar days. Sprinkling may occur only between the hours of 4:00 a.m. and 7:00 a.m. and between the hours of 8:00 p.m. and 11:00 p.m.
   (B)   When peak day water consumption exceeds twice the daily average water consumption or when an emergency exists which limits the city’s ability to supply city water needs, the City Administrator shall forbid the use of water for lawn sprinkling and the restrictions shall remain in force until removed by the City Administrator;
   (C)   No consumer shall allow water to waste through any fixture and the City Administrator is authorized to prevent any and all wastage of water and may turn off the water to any customer if the action is required and proper;
   (D)   The use of water from the city water system for any non-conserving air conditioning system shall not be permitted.
