No person shall without authority use or interfere with any fire or street sprinkling hydrant. The city may permit water to be used temporarily from any fire hydrant in localities where no other supply can be obtained. The permission will not be granted unless written application and deposit is made in accordance with the rules, regulations and rates regarding hydrant use.
