Approval or denial of an unlisted
by the Planning Commission shall be based on the following criteria:
A. The use is consistent with the intent and purpose of the applicable zoning district;
B. The use is similar to and of the same general type as the
listed in the zoning district;
C. The use has similar intensity,
and
impacts as the
listed in the zoning district; and
D. The use has similar impacts on community facilities as the listed
. Community facilities include
,
, libraries, parks, police and fire stations, and water, sanitary sewer and storm drainage systems.
