If the owner fails to respond to a parking citation affixed to a vehicle within ten days, the city may send a letter to the owner informing him or her of the violation that because the citation was disregarded for a period of ten days:
(A) The fine has doubled;
(B)
The vehicle is subject to impoundment or immobilization as prescribed in § 73.055 if three or more unpaid parking citations exist against the vehicle and the most recent citation has not been paid within the ten-day limit.
