No person shall organize or participate in an organized parade, procession, race, or similar public assembly (“event”) likely to consist of 25 or more persons (which may also include animals or vehicles or any combination thereof), which is to travel or use in unison or for a common purpose any public street which use does not comport with the normal or usual traffic regulation or control thereof without first obtaining a permit from the city as provided herein.
