(a) A person may knowingly sell or offer for sale casually to the general public within the Village of Forest corporation limits, personal property, by way of utilizing or having some instrument facilitating the utilization of a yard, carport, basement, garage, porch, driveway, or other portion of a dwelling house when first obtaining a permit from the Village Administrator of Forest. All such persons are subject to the prohibitions listed under Section 715.03 and subsection (b) hereof.
(b) A person may knowingly sell or offer to sell personal property to the general public without a permit if the merchandise does not exceed ten (10) articles of personal property, and provided no signs or advertising is placed or permitted to be placed outside the dwelling house. Additionally, an established retail business need not obtain a permit.
