§ 12-131 HOURS OF OPERATION.
   Car washes shall not be open or operate between the hours of 10:00 p.m. and 7:00 a.m.

ARTICLE XVII. CLUBS
§ 12-132 LICENSE REQUIRED.
   No building shall be used or erected for the purpose of operating a club as defined herein without first obtaining a license therefor from the City Clerk of the City of Flint.

§ 12-133 LICENSE APPLICATION; FORM.
   Application to operate a club shall be made to the City Clerk on a form to be prescribed by the Clerk and shall contain the following statements under oath:
   (a)   Full name, age, permanent residence and local address, if other than the foregoing, of the applicant.
   (b)   The name and the firm represented, if any, together with the address of the central or district office of such firm.
   (c)   The address or location of the place within the City at which the applicant proposes to engage in business.

§ 12-134 SAME — INVESTIGATION.
   All applications filed as provided for herein shall be referred to the appropriate departments such as Building Inspections and Police Department for investigation. The Department shall determine that the applicant has complied with all requirements of the City for the operation of such a business.

§ 12-135 ISSUANCE OF LICENSE; FEES; LICENSE PERIOD.
   Upon approval of the license by the City Council the City Clerk shall issue a license, provided that the applicant has complied with all sections of this article and this Code or any other laws or ordinances applying to the applicant, and upon the payment of the fee prescribed in Chapter 26. All such licenses shall be for a period of one year and shall expire on April 30 next following the date of issuance, and there shall be no rebate for any lesser time.

§ 12-136 DEFINITIONS.
   For the purpose of this article club shall be as follows:
   CLUB. An association, whether incorporated or unincorporated, the majority of whose members shall be citizens for the promotion of some common object not including an association organized for a commercial or business purpose, the object of which is money profit; such an association which maintains, owns, hires or leases a building or space in a building or which furnishes to its members and/or guests any premises or place where members and/or guests may engage in the drinking of alcoholic liquor for any CONSIDERATION.
   As used in this definition of CLUB, CONSIDERATION is defined to include any fee, cover charge, the storage of alcoholic liquor, the sale of food, ice, mixers or other liquids used with alcoholic drinks, or the furnishing of glassware or other containers for use in the consumption of alcoholic liquor in conjunction with the sale of food.
