Each applicant granted permission to move a building or other structure as aforesaid, shall, before any work is commenced, pay into the City Treasury the fees specified in Chapter 26 of this Code for the use of the City streets for the length of time required to do the work. In case more time is required than is stated to be required in the application, there shall first be paid by the applicant to the City Treasury an additional sum as specified in Chapter 26 for each additional day; provided, that if the full time stated in the application is not required in moving the building or structure, there shall be paid back to him or her by the City Treasurer upon the order of the City Council the amount paid in excess of the amount required for such time, and in computing time herein all fractions of a day shall be treated as one day.
