Any person who owns a dog shall accompany said dog when the dog is on public property or on private property not owned by the person, and in the event that said dog should defecate on said public property or private property not owned by the person, the person shall immediately remove the fecal matter from the property and transport same back to the person’s own property to be properly disposed of.
