The application of any applicant for a license as provided in this ordinance shall contain an agreement by said applicant, and all licenses issued in conformity with this ordinance shall contain a provision, that said license may be revoked by a majority vote of the City Council at any time the City Council may deem or determine that said applicant is not a fit, proper or suitable person to conduct or operate a card table or tables within the limits of said city, or that the place or room where said card tables are conducted is not being conducted in conformity with this ordinance, or is an immoral or improper place, and in case of the revocation of said license, then said applicant or licensee shall forfeit any and all license fees paid under and by virtue of this ordinance.
