In any A-1 district or A-2 district, the owners of a tract of unimproved land comprising not less than ten acres, and in any A-2 district, the owners of a tract of land comprising not less than eight acres, and in any B district, the owners of any tract of land comprising not less than five acres, and in any C-1 and C-2 district, the owners of a tract of land comprising not less than three acres may submit to the Planning Commission a plan for the use and development of all of the tract of land for residential purposes of for the repair or alteration of any existing housing development on the tract.
