No person shall offer or give a gift to any City officer or employee or to any person who resides or at some time resided in the same household as a City officer or employee, for the purpose of influencing any official act of the City. No City officer or employee shall solicit or receive, directly or through another person, a gift from any person which is intended to influence any official act of the City. This section shall not prohibit the provision of food or beverage for immediate consumption and shall not prohibit any effort to influence a vote of the people.
