Every agency of the City empowered to take action on behalf of the City, or authorized by statute or ordinance to make an official recommendation to the City Council, shall request every person who appears before the agency representing others, to disclose, in writing, the names of the persons he or she is representing. It will be assumed that the representative is receiving compensation for the representation unless stated otherwise.
