§ 46-119  DEFINITIONS.
   For the purpose of this article, the following words and phrases shall have the meanings ascribed to them by this section.
   BUILDING DRAIN. The part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste and other drainage pipes inside the walls of the building and conveys it to the building sewer, beginning five feet (1.5 meters) outside the inner face of the building wall.
   BUILDING SEWER. The extension from the building drain to the public sewer or other place of disposal.
   CITY. The City of Flint, Michigan, a municipal corporation.
   DEPARTMENT. The Department of Public Works and Utilities.
   DIRECTOR. The Director of the Department of Public Works and Utilities or his or her duly authorized representative.
   DISCHARGE. Spilling, leaking, seeping, pumping, pouring, emitting, emptying, dumping or depositing.
   GROUNDWATER. The water beneath the surface of the ground, whether or not flowing through known or definite channels.
   OWNER. The owners or owner of the freehold of the premises or lessor estate therein, a mortgagee or vendee in possession, an assignee of rents, receiver, executor, trustee, lessee or any other person, firm or corporation directly or indirectly in control of a building, structural or real property, or his or her duly authorized agent.
   PUBLIC SEWER. A sewer that is owned and maintained by the City of Flint.
   SANITARY SEWER. A sewer intended to carry only sanitary or sanitary and industrial waste waters from residences, commercial buildings, industrial plants and institutions.
   SEWAGE or WASTE WATER. Any liquid or water-carried waste from residences, business buildings, institutions, industrial, commercial and governmental establishments, watercraft or floating facilities, or other places, together with such groundwater infiltration, surface waters and storm waters as may be present.
   SEWER. A pipe or conduit for carrying sewage.
   SHALL. The action referred to is mandatory; MAY is permissive.
   STORM SEWER or STORM DRAIN. A sewer intended to carry only storm waters, surface runoff, street wash water, subsoil drainage and noncontact cooling water.
   USER. Any person, establishment or owner who discharges any domestic sewage or industrial waste into the sanitary sewer system of the City or any system connected thereto.
